The UAE Ministry of Finance and Industry (MoFI)’s e-government team today discussed the latest developments in the implementation plan of eProject system with H.E Ibrahim Abdul Malik, Under Secretary- Ministry of Public Works (MoPW).
Held in the Ministry of Public Works headquarter, the meeting was attended by Dr. Emir Mavani, the Federal e-Government Programme Director at MoFI, and officials from eCompany Etisalat’s one-stop e-powerhouse business unit which is the technical partner of Federal e-government for all the ICT needs of the project.
During the meeting, the eGovernment team informed the Undersecretary that the eQualification phase was progressing well and it was currently in the testing stage both internally and within the Ministry with the service expected to go live in December 2005. The eEvaluation and eQuality phase of the project was also explained along with a detailed presentation and demonstration of prototypes of the two services. After reviewing the prototypes, the Undersecretary gave his formal approval to start development of the two services.
Two new services Project Initiation Workspace and eCompetition were unveiled by the eGovernment team with the undersecretary getting a brief on the services, their benefits and the intended target audience.
After reviewing the presentation, the Undersecretary gave his formal approval to start the business requirement and development of these two services. The Project Initiation workspace will enable client ministries to submit project ideas on line , so that the MoEP(Ministry of Economy & Planning ) and MoPW can review and add their inputs online in order to facilitate rapid decision making and monitor progress.
The eCompetition service will provide electronic access to MoPW proposal & procurement opportunities and allow companies to use a simple search facility that lists tenders by type and also allows searching by keyword. Through the service, consultants can submit their competitive designs and tender bids for a project on line thereby providing the benefit of a single access point for all Federal eGovt tenders . Improved progress monitoring, online assessment and offer and a standard RFP (Request for proposal) process to improve decision making are the additional benefits of the service.
According to Dr.Mavani, “I am very happy with the progress made by the eGovernment team on the implementation of the eProject system and we deeply appreciate the strong support of H.E Ibrahim Abdel Malek, Under Secretary- Ministry of Public Works (MoPW), in this initiative. The eProject system is significant because it will save the efforts of all parties related to the federal infrastructure projects application and we look forward to working with the Ministry in a timebound manner to roll out the various services to their intended users.”
The eProjects system will help simplify the process of tracking various federal projects thereby helping the ministries to track their projects more intensively. It will also enable suppliers and contractors to update projects data and information, because the system will connect the ministries and federal parties in retrieving all reports and information through a central database.
