According to the Dubai-based Gulf News daily, the plan said that one of the key proposals was "The Polluter Pays Policy" which imposes heavy fines on companies that cause pollution. The plan added, however, that facilitating their investment should reward companies, which introduce new techniques to reduce the noise.
