The Premier League side is set to lose the services of Sandro Tonali who is expected to serve a lengthy ban.
The Italy international admitted to betting on his own team's games when he was an AC Milan player.
Tonali went on to join Newcastle in the summer for around €70 million, making him the most expensive Italian player of all time, and his expected ban will force the club to sign a replacement.
Therefore, the Magpies are plotting a January move for Manchester City 'outcast' Kalvin Phillips, according to the Northern Echo.
City boss Pep Guardiola does not consider the England international a first choice, paving the way for Newcastle to move in for him.
Phillips is currently valued at €28m and his deal with the European champions runs until the summer of 2028.
