The Board of Trustees of the National Human Resource Development and Employment Authority (Tanmia) held its third meeting for 2005, today, (Wednesday, 28 September 2005) at 12.00 noon in Tanmia headquarters in Dubai.
The Board discussed a range of issues arising from the agenda, including a change in the Authority’s budget for 2005, approval of 2006 budget, discussion and approval of the business plan for 2006, in addition to highlighting the most outstanding achievements up to September, 2005.
Regarding the progress of Tanmia’s strategic projects during the past months of the year, the key achievement has been the employment and training of over 2,500 jobseekers. Moreover, Tanmia has successfully carried out a project to improve and streamline the performance of regional offices and their staff, in order to promote the standard of services provided to the jobseekers such as training, employment and career guidance. As part of the project, emiratization drive was stepped up at the regional level, including a plan to finalize the development of monitoring and performance appraisal mechanisms, as well as ensure quality services delivered by Tanmia’s regional offices.
With regard to the issue of strengthening relations between Tanmia and the UAE educational institutions, the Board took note of Tanmia’s participation, represented by CCGP in a number of fairs such as Educational and Vocational Guidance, Employment and Training held in UAE University and Careers UAE 2005. Other activities in this area included, offering 60 guidance programs to secondary school students, in collaboration with NAPCO, Ministry of Education, and updating old publications and issuing new ones in an effort to promote and support the expanding career guidance activity in schools, colleges and universities across the country.
One important aspect of achievements is connected with the area of research and labour market. In this respect, Tanmia has been engaged in developing and following up the implementation of the mechanism for monitoring Emiratisation percentages in sectors targeted by the cabinet decisions, namely, banking, insurance and trade. To conduct this task in an efficient manner, Tanmia developed a database that is subject to periodical (semi-annual) updating.
The meeting also took note of the latest developments concerning the follow up mechanism for the cabinet decisions on emiratization, in coordination with the Ministry of Labour and Social Affairs, in addition to efforts made to collect information needed for the implementation of that mechanism. Given the importance of this issue, Tanmia proposed the creation of an effective incentive and disincentive system related to the issue of work permits.
The Board concluded the meeting with a brief review of the on-going activities aimed at enhancing links between Tanmia and the business community generally, and sectors targeted by the cabinet decisions in particular. To that end, numerous orientation and awareness-raising seminars were organized to promote the Authority’s objectives and services in the fields of training, employment, career advice and so forth.
