An independent report released Tuesday concludes that Palestinian security forces remain weak and unorganized, despite efforts of Palestinian President Mahmoud Abbas.
The report, presented by the New York Times, claims that due to organizational problems, security forces in the West Bank and Gaza Strip face confusion regarding "command and control".
Funding for the investigation was provided by the governments of Canada and Holland as part of an international effort to aide potential donors in the Gaza Strip. The study was prepared in close cooperation with William Ward, the international coordinator of security matters of the upcoming withdrawal of Israeli occupation forces from the Palestinian Gaza Strip.
The report cites lack of coordination on the part of various elements of the security forces, and recommends continued reforms so as to ensure a smooth handover of security responsibilities to Palestinians in the future.
