Historic talks between different Afghan groups and factions opened near Bonn Tuesday in a United Nations-sponsored conference aimed at setting up a transitional government for the war-torn mountainous land to replace the defeated Taliban regime.
The conference, which opened with a speech from German Foreign Minister Joschka Fischer, will also tackle the delicate question of a setting up an international military force to maintain security in Afghanistan.
He reminded the participants of their responsibilities and urged them to "seize this historic moment,” saying that the international community was standing by to help them -- BONN (AFP)
