Any US retaliatory strikes on suspected terrorist bases in Afghanistan must first be approved by the United Nations, a top Russian security minister said Friday.

A US assault "has to be sanctioned by the UN and be conducted within the frameworks of international law," RIA Novosti agency quoted Russia's Security Council Secretary Vladimir Rushailo as saying while on a visit to the Turkmen capital Ashkhabad.

Rushailo's comments came after consultations with Turkmen President Saparmurat Niyazov.

They follow a Kremlin statement Thursday which cited Russian President Vladimir Putin's call to involve "all international mechanisms, and first of all the United Nations and [its] Security Council" in any military strike -- MOSCOW (AFP)
