At least five people were killed Monday when a Russian Mi-8 military helicopter crashed after its propeller hit a broadcasting tower in northwest Russia, the emergencies ministry said.

Officials warned that the toll may rise because it remained unclear how many people were on board the craft when it crashed, and investigators had not finished sifting through the wreckage site.

The ministry said investigators were looking into the circumstances of the accident, which happened on the outskirts of Russia's second city of Saint Petersburg. Pilot error could not be ruled out, officials said.
